Work in Progress - Partnerships

North Lanarkshire - Living Their Plans

1. Getting to "Live Your Plan"

2000 marked the start of North Lanarkshire’s Development Partnership with the NDT on Transitions. Anne O’Bryan is the lead consultant for this work, which is being put forward for a COSLA Quality Award.

More important than any award though, is the success that the people in the Partnership have had in identifying and setting up or getting school leavers into things that they want to do – "accessing valued alternatives" in the jargon.


2. Involving Young People

The Partners made a manageable start in Year 1 and are building on this strong foundation. Year 1 involved all summer 2001 school leavers from North Lanarkshire schools for people with "significant learning disability" and a small number of young people with less complex needs.

By Year 2 the Partners were ready to include young people who were in schools outside North Lanarkshire as well. Priority was given to those people who were likely to get a poor service when they left school if good planning was not done with them.

The Year 1 school leavers are now "living their plans". None of these people chose to use ‘traditional’ day services. All have individual services using Independent Living Funds, Direct Payments (self directed services) and Social Work budgets.

Did it Cost a Lot?

The Partners have found that the average cost of people’s plans is the same as more traditional day centres costs.

Everyone involved thinks it is worth every penny.

What Next?

The Partners are enthusiastic about the work and all they have achieved. It has not always been easy, but together they found ways to go forward. They plan to continue the work so that all school leavers in North Lanarkshire can ‘live their dream’.

South Ayrshire – Involving People

This Development Partnership will focus on person centred approaches to day services.

South Ayrshire have commissioned NDT to run a series of joint learning events with parents and staff. These events are to further support the development of partnership working in the implementation of South Ayrshire's learning disability strategy.

The events will include sessions on person centred approaches, alternative day services, respite, money and partnership working.

This follows on from South Ayrshire's award winning strategy development work. South Ayrshire Council, with colleagues from Health, won a Guardian/IPPR Public Involvement Award for the work on stakeholder conferences for people with learning disabilities. These awards are given to agencies that are consulting people in innovative ways and involve the public in decision-making. South Ayrshire also won a COSLA award for this work.

The NDT supported South Ayrshire in setting up and running these stakeholder conferences and in producing a good practice guide for involvement. This guide is now available.

The Partnership is at the planning stage. Two successful workshops on Social Role Valorisation have been held with all day centre staff – in Ayr and in Girvan. George Sapiets led these workshops. It is likely that the next steps will include work on Meaningful Days and on person centred planning led by Molly Mattingly.

Cornerstone Community Care

Cornerstone Community Care - a registered charity that provides supportive services to people with learning disability throughout he North East and West of Scotland - has undertaken two reviews with Quality network. They are now considering a development partnership with the NDT.

The partnership would develop a quality assurance system based on the principles of Quality Network - person-centred outcomes-focused and participative self-review.

The quality system would also use quantitative measures developed by the NDT, Eric Emerson and the North West Training and Development Team to compliment the qualitative findings.

The quality assurance system would be developed and piloted in partnership, to ensure that it meets Cornerstone's individual requirements.
